จุดเริ่มต้นของธุรกิจบ้านรังนกนางแอ่นกินรัง

            แต่ก็มีรังนกนางแอ่นอีกจำพวกหนึ่งซึ่งเป็นรังนกที่เกิดขึ้นโดยสวรรค์ประทานโดยแท้ ดังเช่นรังนกนางแอ่นของอำเภอปากพนัง จังหวัดนครศรีธรรมราช รังนกที่นี่ เกิดขึ้นเมื่อ80 ปีที่ผ่านมาเนื่องจากชาวจีนใจบุญศุลทานผู้หนึ่งปลูกตึกแถวอยู่ดี ๆ ก็มีนกนางแอ่นมาอาศัย จึงปล่อยให้นกอาศัยอยู่ต่อไป ในที่สุดก็สามารถเก็บรังนกออกขายได้ และดำเนินการมาร่วมครึ่งศตวรรษแล้ว จนเป็นเรื่องราวเล่าขานว่าบุญศุลทานและการกุศลนั้นให้ผลจริง ในทุกวันนี้ก็ยังสามารถไปดูของจริงได้ เมื่อรายนี้ได้ผลก็มีคนคิดอ่านเอาอย่างทำตามบ้าง แต่กลับได้ผลไม่เหมือนกัน คือบ้างก็มีนกมาอาศัย แต่บ้างก็ไม่มีนกมาอาศัยอยู่ มีการอ้างเหตุผลต่าง ๆ กัน พวกหนึ่งก็ว่าเป็นเพราะบุญกรรม แต่อีกพวกหนึ่งก็ว่าเป็นเพราะทำเลที่ตั้งซึ่งยังเป็นเรื่องที่ต้องศึกษาหาความจริงกันต่อไป 
            เพราะการเกิดขึ้นของบ้านรังนกที่อำเภอปากพนัง จังหวัดนครศรีธรรมราช ในที่สุดก็มีการศึกษาค้นคว้าวิจัยแบบชาวบ้าน โดยเฉพาะผู้เข้าร่วมพัฒนาชาติไทยสายอดีตพรรคคอมมิวนิสต์มาลายาได้ค้นคว้าแล้วก็ค้นพบถึงวิธีการสร้างบ้านรังนกและกรรมวิธีที่จะทำให้นกมาอาศัยทำรัง
            ได้มีการทำบ้านรังนกนางแอ่นตามฝั่งทะเลในพื้นที่จังหวัดชายแดนภาคใต้หลายแห่ง และใช้เทคนิคบางอย่างที่ทำให้นกนางแอ่นเข้ามาอยู่อาศัยจนมีรายได้ดีตาม ๆกัน ห้วงเวลาหนึ่งผู้ประกอบการเหล่านี้ถูกข่มเหงรังแกจากเจ้าหน้าที่บ้านเมือง ไปรีดนาทาเร้นด้วยเหตุสองสถาน สถานหนึ่งอ้างว่าเป็นคนต่างด้าว ทำมาหากินบนแผ่นดินไทยไม่ได้ อีกสถานหนึ่งอ้างว่าการสร้างบ้านรังนกผิดกฎหมายว่าด้วยการควบคุมอาคารเพราะไม่ได้ขออนุญาตให้ถูกต้องตามแบบ 
            เรื่องร้อนถูกร้องเรียนมายังรองนายกรัฐมนตรีฝ่ายความมั่นคง พลเอก ชวลิต ยงใจยุทธ หลังจากได้พิจารณาเรื่องนี้แล้วรองนายกรัฐมนตรีก็ได้สั่งการให้มีการแก้ไขเฉพาะหน้าในสองประการคือ ข้อแรก ให้ผ่อนผันในเรื่องคนต่างด้าวประกอบอาชีพ เพราะกำลังอยู่ระหว่างการพิจารณาให้สัญชาติตามสนธิสัญญาสงบศึก ข้อสอง บ้านนกนางแอ่นนั้นไม่ถือว่าเป็นเรือนหรืออาคารตามกฎหมายว่าด้วยการควบคุมอาคาร หากเป็นเพียงโรงสำหรับสัตว์อยู่อาศัย เรื่องร้ายจึงค่อยคลายเป็นดี
             แต่ถึงกระนั้นก็ยังขาดการส่งเสริมอยู่นั่นเอง ทั้ง ๆ ที่โอกาสอันดียิ่งมาเยือนประเทศไทยแล้ว เพราะในสองปีมานี้มีเหตุการณ์ไฟไหม้ใหญ่บนเกาะหลายแห่งของประเทศอินโดนีเซีย บังเกิดควันครอบคลุมพื้นที่กว้างขวาง กระทั่งลามมาถึงประเทศมาเลเซีย จึงเป็นเหตุให้นกนางแอ่นของอินโดนีเซียอพยพหลบภัยมายังประเทศไทย ดังนั้นในวันนี้ประเทศไทยของเราจึงมีจำนวนและปริมาณนกนางแอ่นเป็นจำนวนมหาศาลมากกว่าที่เคยมีหลายร้อยเท่านัก คงเหลือแต่ว่าประเทศไทยของเราจะสามารถสร้างบ้านนกนางแอ่นเพื่อรองรับกับการอพยพของนกนางแอ่นให้ทันท่วงทีได้หรือไม่
            เพราะถ้าหากปล่อยให้เป็นไปตามธรรมชาติ ประเทศไทยก็ขาดโอกาสอันยิ่งใหญ่นี้ เนื่องจากพื้นที่เกาะและถ้ำที่มีอยู่ นกนางแอ่นไทยอยู่อาศัยก่อนแล้ว นกนางแอ่นจากอินโดนีเซียเข้ามาแย่งชิงเอาไปไม่ได้ การที่จะไปอาศัยตามป่าเขาอย่างอื่นก็เป็นอันตรายจากการทำร้ายทำลายของสัตว์อื่น ดังนั้นขอเพียงทำบ้านรังนกนางแอ่นให้ดี ให้พอเพียงเท่านั้น ประเทศไทยเราก็จะสามารถรองรับกับนกนางแอ่นอพยพจากอินโดนีเซียจำนวนมหาศาลนั้นได้
             และในวันนั้นรังนกนางแอ่นไทยที่มีคุณภาพดีที่สุดของโลกและมีปริมาณน้อยก็จะได้รับการเพิ่มปริมาณให้สามารถช่วงชิงปริมาณมากที่สุดของโลกได้อีกสถานะหนึ่ง ไม่ต้องห่วงเรื่องอาหารของนกเพราะฝั่งทะเลไทยนั้นยาวเหยียด พื้นที่ภาคใต้ของประเทศไทยมีฝั่งทะเลอยู่สองด้าน มีความอุดมสมบูรณ์ไม่แพ้หมู่เกาะใด ๆ ของอินโดนีเซียเลย สิ่งที่ขาดแคลนมีอยู่อย่างเดียวเท่านั้นคือความรู้ความเข้าใจและการส่งเสริมสนับสนุนจากรัฐ

การสร้างตึกนกนางแอ่น ดีจริงหรือ ?

             เมื่อประมาณ 20ปีที่แล้ว รังนกนางแอ่นจะได้มาจากถ้ำตามเกาะในทะเล ซึ่งจะต้องมีการประมูลขอสัมปทานทุก 4-5 ปี(พระราชบัญญัติ อากรรังนกอีแอ่น พ.ศ. 2540 ภูมิพลอดุลยเดช ป.ร. ให้ใว้ ณ วันที่ 15 กันยายน พ.ศ. 2540 เป็นปีที่ 52 ในรัชกาลปัจจุบัน ) ราคารังนกจะตกกโลกรัมละ 7,000-8,000 บาทแต่ปัจจุบันราคาขึ้นไปถึง 10 เท่าตัว คือ 70,000 - 80,000 บาทต่อ กิโลกรัมทำให้ราคาการประมูลขอสัมปทานสูงมากขึ้น
            ประกอบกับทางประเทศจีนและคนจีนทั่วโลก มีความต้องการบริโภครังนกเพิ่มสูงมากตามสภาวะของเศรษฐกิจ ในปัจจุบัน มีความต้องการบริโภครังนกถึง 200 ตันต่อปี อินโดนีเซียส่งออกปีละ 80-100 ตัน มาเลเซีย ส่งออกปีละ 10-20 ตัน ไทยส่งออกปีละ 10-20 ตัน ทีประเทศอินโดนีเซียเปิดให้มีการฝึกอบรมหลักสูตรการทำธุรกิจรังนกนางแอ่นแบบบ้านนกขึ้น ประมาณ 10,000 ตึก ส่วนมาเลเซียมีการส่งเสริมเลี้ยงเป็นลักษณะฟาร์มขึ้น
            การเริ่มต้นการสร้างตึกเลี้ยงนกในไทยที่ อำเภอปากพนัง จังหวัดนครศรีธรรมราช โดยปัจจุบันมีประมาณเกือบ 200 หลัง มีทั้งขนาด 2 ชั้น จนถึงขนาด 7 ชั้นแล้วแต่การลงทุน นอกจากนี้ก็จะมีการทำที่จังหวัด ตราด ระยอง จันทบุรี ชุมพร พัทลุง ประจวบฯ กระบี่ ตรัง ปัตตานี พังงา เป็นต้น

ทำเลทองของการสร้างตึกเลี้ยงนกนางแอ่น
